With President Joe Biden bowing out of the 2024 presidential race, Vice President Kamala Harris is emerging as a leading contender for the Democratic nomination. Biden has publicly endorsed Harris, stating his “full support” for her candidacy. Harris has responded with resolve, vowing to “earn this nomination.” However, the nomination process remains open, with the potential for other Democratic challengers to emerge either through an open convention or another selection method.

If selected, Harris would bring a strong connection to the Bay Area to the Democratic ticket. Born in Oakland, she has significant ties to the tech sector, having served as San Francisco’s district attorney and California’s attorney general before her election to the Senate in 2016. Her early support from influential venture capitalists like John Doerr and Ron Conway, along with endorsements from tech figures such as Reid Hoffman, underscore her strong ties to the tech world. Yet, some industry leaders, including Netflix co-founder Reed Hastings, have been cautious, hinting at the possibility of an open convention.

Navigating Big Tech’s Complex Landscape

Harris’s track record with big tech has been a mixed bag. Critics argue she fell short in addressing the power of tech giants during her tenure as attorney general. Nonetheless, she has not shied away from calling out tech CEOs and advocating for tighter regulations. In her Senate role, she scrutinized major social networks over misinformation.

During the 2020 campaign, Harris diverged from rival Elizabeth Warren’s call to break up big tech, instead pushing for regulations to safeguard consumer privacy without dismantling the companies. This balanced approach reflects her ongoing effort to address the challenges posed by the tech industry.

Championing AI Regulation

As vice president, Harris has been a prominent advocate for AI regulation. She and President Biden have argued against the notion that we must choose between protecting the public and fostering innovation. Biden’s executive order aimed to set new standards for AI, and Harris has supported these “voluntary commitments” as a start toward a safer AI landscape. She emphasizes the need for government oversight to ensure tech companies prioritize public welfare over profit.

Concerns about overregulation of AI have been voiced by some venture capitalists, including Marc Andreessen and Ben Horowitz, who have cited this as a reason for supporting Donald Trump.

AI’s Central Role in Political Debate

AI’s rapid advancement has become a key political issue, with Harris leading the Biden Administration’s efforts to address its risks. In a 2023 speech, she highlighted the importance of confronting “the full spectrum of AI risk,” from threats to humanity to dangers facing individuals and vulnerable communities. Harris’s push for responsible AI development aims to foster ethical practices among tech leaders, addressing both existential and everyday risks.

Support from Tech Leaders

Despite varied opinions on her regulatory stance, Harris is gaining substantial support from the tech industry. Tech billionaires are increasingly backing her candidacy, which could significantly bolster her chances for the nomination as anticipation around her campaign grows.

Positions on TikTok and Cryptocurrency

On other tech-related issues, Harris has addressed the debate over TikTok. She acknowledged national security concerns regarding its Chinese owner but indicated no intention to ban the platform. When it comes to cryptocurrency, Harris has been less vocal, but it is expected she would align with the Biden Administration’s regulatory approach.
