Canada has witnessed a major drop in new international entrants during the first half of 2025, as new immigration data marks one of the sharpest declines in recent years. According to Immigration, Refugees and Citizenship Canada (IRCC), the country admitted 214,520 fewer newcomers between January and June 2025 compared to the same period last year. The downturn is most notable among international students, with 88,617 fewer foreign students receiving study permits. The number of new work permits issued also fell drastically by 125,903 from 2024 levels. On average, just 6,070 new study permits were granted per month in 2025, a steep fall from the 20,839 average monthly permits issued in the previous year. Similarly, new work permit issuances dropped to an average of 19,872 per month, compared to 40,865 each month in 2024.

Changing Profile of New Arrivals:

A change in the profile of individuals entering Canada has occurred, in addition to the headline drop. The continuous presence of foreign workers as opposed to student arrivals is shown in the fact that between February and June 2025, 80% of new temporary residents were work permit holders, up from 70% during the same period the previous year. Despite Canada’s history of experiencing a surge of foreign students in the months leading up to August and December, this trend has drastically decreased, suggesting that migratory patterns have changed.

Temporary Resident Numbers Still Growing:

Even with fewer new permits being issued, the overall population of temporary residents in Canada continues to grow, driven by conversion pathways such as the Post-Graduation Work Permit (PGWP) program. From January 2024 to June 2025, the number of study permit holders fell by 133,325, while the count of work permit holders increased by 262,262, and dual permit holders (who have both study and work permits) declined by 32,014. This dynamic led to a net increase of 137,851 temporary residents, highlighting how many who arrived as students are staying on as workers after graduation.

Long-Term Implications for Canada’s Labor Market and Education Sector:

As Canada tightens entry requirements for students and workers, industries and universities are poised to feel the impact for years to come. Reduced inflow from abroad may alleviate pressure on housing and social services, but education institutions, especially those reliant on international tuition fees, are grappling with declines in student admissions and program cuts. At the same time, certain sectors like healthcare, manufacturing, and skilled trades—risk ongoing labor shortages due to fewer foreign workers entering the country. Policymakers are increasingly focused on attracting in-demand talent already present within Canada, adjusting pathways to permanent residency for those who contribute to critical industries. The new approach signals a shift toward sustainable, targeted immigration to address demographic and economic challenges while maintaining high standards for both student achievement and workforce participation.

Policy Reforms Behind the Drop:

Experts attribute these extraordinary drops to a number of policy adjustments made in the previous 12 months. New provincial caps, stricter financial justifications for visa eligibility, limited PGWP eligibility, and stricter off-campus employment regulations have all been implemented for international students. Also, the Student Direct Stream and other expedited student immigration streams have been shut down. The government has eliminated “flag-poling,” or cross-border application shortcuts, limited intra-company transferee programs, rolled back many of the COVID-era provisions that made it easier for foreign workers to transition to work status, and set multi-year targets for important programs like the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP). The tightening has also been influenced by restrictions on Spousal Open Work Permits (SOWPs).

Canada’s initiative to reform temporary migration suggests finding a balance between regulating inflow and addressing economic requirements. Long after 2025, the severe consequences of these developments are probably going to continue to influence the nation’s labor economy and educational system.
