Fake FTC Agents Trick Maine Pastor and Wife Out of $1.3 Million in Gold and Bitcoin

Larry and Barbara Cook’s life of serving as pastors and philanthropists was supposed to culminate with the view of a ‘peaceful’ retirement that was to be spent between the snowcapped pine trees in Maine and a vacation condo in Florida for a couple of months during the winter weather. Instead, their plans have been shattered due to the loss of their entire $1.3 million dollar retirement fund that has been robbed from them by a sophisticated criminal network, most of which was facilitated by the Cook’s wish to help and/or make a difference.

This awful incident that occurred to the Cooks over an agonizing six-month period is representative of many of the “government imposter” scams that are occurring across the United States to our elderly citizens. By utilizing fear, technical jargon, and creating a sense of false patriotism, the criminals involved were able to persuade the Cooks to convert all of their 401(k) accounts and savings accounts into untraceable gold bullion and cryptocurrency.

The Initial Trap: A Call from “Amazon”

In September, what started as an innocent notification rapidly turned into a nightmare for the Cooks because they were contacted by people who identified themselves as Amazon and TD Bank security representatives. The individuals on the phone created a terrifying story about how their identities were stolen and used to purchase illegal goods from off of the dark web.

Instead of immediately requesting payment (which is a major warning sign), they began with fear as their primary tactic. They convinced Mr. and Mrs. Cook that their entire financial lives were falling apart and that only drastic measures could save them.

Enter “Ryan Terry” and the Federal Trade Commission

The scammers quickly calmed the frightened couple down by introducing them to an agent of the Federal Trade Commission named Ryan Terry, who was to be their savior. Mr. Terry told Mr. & Mrs. Cook that they were not just victims, but were also important witnesses in a nationwide investigation conducted by the FTC. Additionally, the scammers used a psychological tactic known as phantom hacking to convince the victims to believe their money was in jeopardy if left in a traditional banking institution. This tactic of deception created the false perception that banking personnel were also colluding with the scammers. “Terry” persuaded the Cooks that by moving their funds, they were assisting the U.S. government in a sting operation to catch the real thieves.

“My wife and I have always liked to help people,” said Larry Cook, an 82-year-old former pastor who founded the nonprofit Kenya’s Kids. “We thought we were helping the U.S. government.”

The Mechanics of the Heist: Gold and Crypto

Under the guise of protecting their wealth, “Terry” instructed the couple to liquidate their assets. The scammers guided them to download WhatsApp, using the encrypted messaging app to issue daily instructions away from the prying eyes of family or actual bank tellers.

The process was arduous and physical. The Cooks were directed to withdraw cash in specific increments—often structured to avoid immediate bank suspicion—and deposit the bills into Bitcoin ATMs. Once the scammers reached their limits on digital transfers, they switched gears with physical items (gold) . The couple bought large amounts of gold bullion and delivered it to couriers who met them at their residences in Maine and Florida.

Throughout this phase, Larry Cook encountered bank tellers who were suspicious of what he was doing, but the scammers had instructed him how to respond and manage situations by pointing to the bank staff as suspects in an “investigation,” which made it difficult for him to disclose his criminal activities.

Threats and Silence

In order to guarantee complete submission, the offenders resorted to coercion through the use of intimidation. They created fabricated threats of costly court proceedings as well as more despicably using the couple’s children as a form of leverage. The scammers claimed that the Cooks’ two successful sons could be dragged into the investigation, ruining their reputations if the couple did not cooperate.

The swindlers attempted to silence the Cooks by sending them a fraudulent letter that utilized a fake Treasury Department seal and included a real former Secretary Of Treasury’s signature. The letter threatened to seize the couple’s assets if they disclosed the investigation’s classified information to another person. Unsure of what else to do and feeling alone, they signed a fraudulent non-disclosure agreement that trapped them in a personal prison.

The Heartbreaking Realization

The charade collapsed in April. After returning from a charitable trip to visit a children’s home, Larry Cook attempted to contact “Ryan Terry” via WhatsApp. The message failed to deliver. The line was dead.

Panic setting in, Cook found the official number for the FTC’s office in Dallas, where “Terry” claimed to work. When he asked to speak with the agent, the receptionist’s response shattered his world. He was told no such agent existed.

“My heart sank,” Cook recalled. He was immediately transferred to a victim hotline, where the reality of the situation was laid bare: The FTC never asks citizens to move money, buy gold, or use Bitcoin ATMs.

A Warning to Others

While the FBI and local authorities have opened investigations, the irreversible nature of cryptocurrency and the physical handover of gold make recovery unlikely. The Cooks are now sharing their story not to garner sympathy, but to serve as a warning to other seniors who might be targeted.

“We were stripped of everything,” Larry said. “But if our story can stop one other person from picking up that phone, then we haven’t lost everything.”
