Reach Chapter 3
Unlocking it is the first thing you have to do. For that, you must progress the main story until you unlock the Homestead and Pioneering quests, which grant the Greymanes permanent access to Howling Hill.
Open the Faction Map
Maps are always a must. Stand within the camp boundaries. Open your world map, switch the filter to Factions, and move your cursor directly over the Howling Hill camp icon.
Find the Secret Menu
Press the Inspect button marked by a Triangle on PlayStation, Y on Xbox, or double left-click on PC. Mark it so you understand it as per your playing gear. This opens a “tilt-shift” view of the base, which is needed to proceed.
