The global surge in decentralized financial applications and prediction markets has triggered a fierce confrontation between Web3 platforms and national regulatory frameworks. Across Europe, regulatory agencies have increasingly signaled that crypto-denominated event trading falls directly under existing gambling and sports-betting legislation. As governments move to enforce sovereign oversight on borderless platforms, the informal tolerance previously enjoyed by offshore prediction platforms is rapidly coming to an end.

In a landmark enforcement action, France’s National Gaming Authority (Autorité Nationale des Jeux, or ANJ) has officially directed major telecom operators to sever public connections to the world’s largest prediction market. As France orders ISPs to block Polymarket across all domestic networks, the decision marks a decisive escalation against offshore crypto-gambling operators. The state’s action follows months of regulatory scrutiny over illegal gambling promotion, ineffective geoblocking measures, and a high-profile cybercrime investigation into manipulated betting outcomes.

1. The Direct Trigger: ANJ Issues Administrative ISP Blocking Orders

The administrative mandate, formally issued on July 16, 2026, by ANJ President Isabelle Falque-Pierrotin, requires French Internet Service Providers (ISPs) including Orange, SFR, Bouygues Telecom, and Free to implement DNS-level and domain blocks against polymarket.com immediately. The platform is officially operated by Adventure One QSS Inc.The regulator emphasized that under French law, any commercial offer providing money-denominated wagers on uncertain future events whether political elections, weather metrics, or sporting events constitutes a game of chance (jeux d’argent et de hasard). Operating such services without prior authorization from the ANJ is strictly illegal.

2. Ineffective Geoblocking and the Weather Manipulation Probe

The regulatory crackdown is the culmination of a multi-year standoff. Scrutiny intensified late in 2024 after a French national, trading under the pseudonym “Théo” (Fredi9999), netted nearly $80 million in profit betting on the U.S. presidential election. Following initial warnings from the ANJ in late 2024, Adventure One QSS Inc. instituted a “view-only” geoblock for French IP addresses.

However, state monitors quickly discovered that the soft geoblock was routinely bypassed using basic Virtual Private Networks (VPNs), allowing French citizens to continue executing wagers.

The situation worsened on May 4, 2026, when the cybercrime unit of the Paris Prosecutor’s Office (Parquet de Paris) launched a criminal investigation assigned to the Anti-Cybercrime Office (OFAC). Investigators discovered evidence that weather sensors had been physically or digitally tampered with to manipulate the resolution of micro-climate prediction markets hosted on the site.

3. The KYC Deficit and Broader European Precedents

A primary factor driving the judicial and administrative response is the complete absence of Know-Your-Customer (KYC) identity verification protocols on decentralized prediction portals. Unlike licensed European gaming platforms that require government ID verification, proof of address, and automated self-exclusion registries to combat addiction and money laundering, offshore smart-contract platforms allow anonymous wallet connections.
