Meta Considers Settlement in Major Teen Addiction Trial

Meta Platforms Inc. is reportedly exploring a possible settlement with state attorneys general in a landmark lawsuit accusing the company of deliberately designing Facebook and Instagram to keep teenagers hooked.

The discussions are taking place as the trial enters its second week in federal court in Oakland, California. The case represents a major legal threat for Meta, with attorneys general from 29 states seeking potentially enormous financial penalties as well as changes to the way the company operates its social media platforms.

People familiar with the matter said the settlement discussions are happening during the trial but requested anonymity because of the sensitive nature of the negotiations. Meta has not publicly commented on the reported talks.

Meta Faces Trillion-Dollar Legal Risk

The stakes in the case are unusually high. The states have accused Meta of violating state consumer protection laws and federal privacy rules, with potential fines multiplying across millions of young users.

According to Meta’s own calculations, losing the case could expose the company to penalties of as much as $1.4 trillion. That figure is close to Meta’s entire market value and would represent an extraordinary financial penalty by historical standards.

A settlement would almost certainly involve a significantly smaller payment, although the states could also seek changes to Meta’s products and practices.

Meta has strongly rejected the allegations, arguing that the attorneys general are demanding unreasonable changes to its platforms along with what the company described as an “outlandish payout.”

What Are the States Accusing Meta Of?

The lawsuit is centered on allegations that Meta knowingly built features into Instagram and Facebook that encouraged compulsive and prolonged use among young people.

Four attorneys general from California, Colorado, Kentucky and New Jersey are spearheading the case. Under separate state laws, they allege that Meta promoted features designed to keep young users engaged while misleading consumers about the effectiveness of its safety measures.

The broader coalition of 29 states has also accused Meta of collecting personal information from children under 13 in violation of the federal Children’s Online Privacy Protection Act.

The allegations put the company’s product-design decisions under intense scrutiny, particularly features related to recommendations, notifications and mechanisms intended to manage excessive use.

Instagram Boss and Employees Take the Stand

The trial has already provided jurors with an inside look at how Meta’s platforms were developed and how the company studied young users.

During the first week of testimony, Instagram head Adam Mosseri appeared in court alongside current and former Meta employees involved in designing the company’s social media products.

Some witnesses also worked on research and tools intended to reduce problematic use, giving prosecutors an opportunity to examine what Meta knew about teen behavior and how it responded to those concerns.

Meta founder and CEO Mark Zuckerberg is also expected to testify during the proceedings, potentially making him one of the most closely watched witnesses in the case.

Social Media Industry Under Growing Pressure

The case comes as governments and regulators around the world intensify their scrutiny of social media platforms and their impact on children.

Researchers and policymakers have increasingly raised concerns about excessive screen time, social media dependency and the potential effects of algorithm-driven platforms on young users. Governments in several countries have responded with proposed or implemented restrictions on social media access for children and teenagers.

The United States has struggled to introduce sweeping federal restrictions, making lawsuits such as the Meta case an increasingly important battleground.

Meta is far from the only technology company facing legal pressure. Why a Settlement Could Matter

For Meta, settling the case could provide a way to avoid the enormous financial uncertainty associated with a trial verdict. It could also allow the company to negotiate the scope of any required changes to its products rather than having a court impose them.

For the states, a settlement could deliver financial penalties and concrete changes more quickly than years of appeals and additional litigation.

However, the sheer scale of the allegations means any agreement could have consequences well beyond Meta. A settlement requiring significant changes to how Facebook and Instagram operate could influence how the entire social media industry designs products for younger users.

The case, People of the State of California v. Meta Platforms Inc., remains one of the most consequential legal battles over social media and children in the United States. Whether Meta ultimately reaches a deal or continues fighting in court could help determine how technology companies are held accountable for the products they build for young audiences.
