US President Donald Trump purchased up to $5 million worth of bonds issued by SpaceX in August, just two days before launching an initiative to accelerate commercial space transportation, according to financial disclosure filings released Thursday. The transactions have renewed concerns over potential conflicts of interest involving Trump’s investments and his administration’s policies benefiting major corporations.

The SpaceX bond purchase was among 517 financial transactions Trump made during August. The filings also disclosed purchases of up to $25 million in Meta shares, up to $6 million in Microsoft stock and a smaller amount of Oracle shares.

The investments have drawn scrutiny because the companies involved have significant business interests connected to federal policies. The transactions also took place weeks before Trump hosted Elon Musk, Meta CEO Mark Zuckerberg and other artificial intelligence leaders at a White House summit.

SpaceX Investment Raises Questions Over Policy Timing

According to the filings, Trump purchased between $1,000,001 and $5 million worth of senior unsecured SpaceX bonds on August 18. The bonds are scheduled to mature in July 2031 and carry an interest rate of 5.35%.

Two days later, the White House announced that Trump had signed a national security presidential memorandum intended to usher in what the administration described as a “golden age” of American space transportation.

The policy seeks to increase the number of launches and reentries conducted on American soil to more than 1,000 annually by 2030. It also aims to accelerate commercial space activity by expediting permitting procedures and environmental reviews.

SpaceX, the aerospace company founded by Musk, could benefit from measures designed to make commercial launches faster and less administratively burdensome. The timing of Trump’s bond purchase and the subsequent policy announcement has therefore attracted particular attention.

Richard Painter, who served as the chief ethics lawyer under former President George W. Bush, criticised the appearance of a potential conflict.

“There is a conflict of interest. I’m not saying he’s doing anything illegal, but this really gives the appearance of corruption,” Painter told CNN.

Asked how he would have advised Bush about purchasing securities issued by a federal contractor, Painter responded: “No effing way. Don’t buy the bonds. Don’t do that.”

White House Denies Any Conflict of Interest

The White House has rejected allegations that Trump personally influenced the transactions or used his office to benefit his investments.

Davis Ingle, a White House spokesperson, said Trump’s stock and bond portfolio was independently managed by third-party financial institutions. According to Ingle, the holdings are maintained in discretionary accounts and invested through computer-based model portfolios that automatically replicate recognised indexes, including the Schwab 1000.

Ingle also said neither Trump nor any member of his family could direct, influence or provide input on investment decisions or the timing of purchases and sales.

“All investment decisions are made entirely by independent managers. There are no conflicts of interest,” the spokesperson said.

Painter, however, noted that the president, vice president and members of Congress are not covered by federal conflict-of-interest laws that apply to many other government officials. This distinction has fuelled broader debates over whether existing safeguards adequately address potential conflicts involving senior elected officials.

Elizabeth Warren Calls for Restrictions on Political Investments

The disclosures have also prompted criticism from Democratic lawmakers, who argue that elected officials should face stricter restrictions on trading financial assets while in public office.

Massachusetts Senator Elizabeth Warren accused Trump of prioritising personal financial interests over the economic concerns of ordinary Americans.

“Rather than bringing down the cost of gas and groceries, President Trump is using his office to enrich himself. That’s corruption, plain and simple,” Warren told CNN.

Warren called on Congress to prohibit stock ownership and trading by the president and members of Congress.

The latest disclosures add to continuing scrutiny of Trump’s financial dealings during his presidency. While the White House maintains that independent investment managers make all portfolio decisions, the scale of the reported purchases and their timing relative to major policy announcements have intensified questions about transparency and accountability.

The filings do not establish that Trump personally directed the investments or that the policy changes were adopted to benefit SpaceX. Nevertheless, the episode has renewed calls for stronger ethics rules governing the financial interests of America’s highest-ranking elected officials.
