US Imposes Sanctions on India, China and Russia-Based Entities Over Alleged Support to Iran's Mahan Air

The United States has announced a fresh round of sanctions against entities and individuals based in India, China, Russia and Iran, accusing them of providing commercial and logistical support to Iran’s Mahan Air and the Islamic Revolutionary Guard Corps (IRGC). The sanctions were imposed by the US Department of the Treasury’s Office of Foreign Assets Control (OFAC), which said the targeted network played a role in helping the already-sanctioned Iranian airline continue its operations despite existing international restrictions.

According to the Treasury Department, the action covers six entities and individuals that allegedly acted as sales agents, logistics facilitators and commercial partners for Mahan Air. Washington has long maintained that the airline has been used to transport personnel, weapons and military equipment on behalf of the IRGC and its Quds Force, allegations that Iran has consistently denied.

US officials said the latest sanctions are intended to disrupt the international support network that enables Mahan Air to continue operating across multiple countries. Under US sanctions, any assets belonging to the designated entities that fall under US jurisdiction are frozen, while American individuals and businesses are generally prohibited from conducting transactions with them. Secondary sanctions could also affect foreign businesses that continue dealing with sanctioned entities.

Treasury Says Network Helped Sustain Iranian Operations:

The Treasury Department alleged that the sanctioned network provided services that allowed Mahan Air to maintain its commercial activities outside Iran. These services reportedly included sales representation, logistical coordination and other forms of operational assistance that enabled the airline to circumvent existing restrictions.

Treasury officials also accused one of the designated Iranian front companies of supporting activities linked to the IRGC. According to Washington, disrupting these commercial networks is part of its broader strategy to limit Iran’s ability to finance military operations and regional proxy groups through international business channels.

The sanctions form part of the United States’ continuing pressure campaign against Iran, which has expanded significantly in recent months. Washington has repeatedly targeted companies, shipping operators, financial intermediaries and procurement networks that it says help Iran access global markets or acquire equipment for military purposes.

US officials stated that dismantling these international business networks remains a priority, arguing that they provide critical support to organisations already under US sanctions.

Latest Move Adds to Broader Iran Sanctions Campaign:

The announcement comes amid heightened tensions between Washington and Tehran, with the United States unveiling several rounds of Iran-related sanctions during July. Earlier measures targeted shipping companies, insurers, oil trading networks and procurement organisations accused of helping Iran generate revenue or acquire materials for defence-related activities.

Mahan Air has remained under US sanctions for years due to allegations that it transported military personnel, weapons and equipment for the IRGC and the Quds Force across the Middle East. The airline has repeatedly rejected those allegations, while Iran has criticised US sanctions as unilateral and unlawful.

The latest designations demonstrate that Washington continues to focus not only on Iranian organisations but also on overseas businesses and intermediaries that it believes facilitate sanctioned activities. Companies operating outside the United States can also face restrictions if they are found to have materially supported entities already on the US sanctions list.

Industry observers note that these measures are likely to increase compliance scrutiny for businesses involved in aviation services, logistics and international trade connected to Iran.

International Businesses Face Greater Compliance Pressure:

The latest sanctions underline the growing emphasis the United States is placing on global enforcement of its Iran sanctions programme. By extending designations to entities operating in multiple countries, Washington aims to make it more difficult for sanctioned Iranian organisations to maintain overseas commercial relationships.

Businesses involved in cross-border aviation, logistics, financial services and trade are expected to closely examine their dealings to ensure compliance with US sanctions regulations. Financial institutions may also strengthen due diligence procedures for transactions involving regions or sectors identified as higher risk.

While the sanctions are unilateral measures imposed by the United States, they can have wider commercial implications because many international banks, insurers and multinational companies avoid transactions involving sanctioned entities to reduce legal and financial risks. The latest action therefore reinforces Washington’s broader effort to isolate networks it believes provide support to Iran’s military-linked organisations, even when those networks operate beyond US borders.
