Meta, the parent company of Facebook, has been hit with a $25 billion civil penalty by a New Mexico judge over allegations involving user privacy, data protection and consumer rights. The ruling follows a September jury verdict that found Facebook liable for more than 43 million violations of the state’s consumer protection laws.

Santa Fe District Court Judge Francis J. Mathew issued the penalty against the social media giant, marking a significant development in the long-running legal battle over how technology companies handle personal information. Meta is expected to appeal the decision, while New Mexico Attorney General Raúl Torrez has described the outcome as a historic victory for the state.

The case stems from allegations surrounding Facebook’s handling of user data and the Cambridge Analytica scandal, one of the most prominent privacy controversies in the history of social media.

Cambridge Analytica scandal continues to haunt Meta

The legal dispute centres on allegations that Facebook improperly allowed third-party applications to access users’ personal information, while failing to adequately protect consumers from harmful content and misleading practices.

The September jury verdict found Facebook responsible for more than 43 million violations of New Mexico’s consumer protection laws. The allegations included unlawful access to user data by third-party applications, inadequate handling of hate speech and the company’s alleged financial gains from misinformation.

The case draws renewed attention to the Cambridge Analytica scandal, which exposed how personal information collected through Facebook could be used for political profiling and targeted campaigns without users’ informed consent.

Although Cambridge Analytica has since gone bankrupt, the controversy continues to shape legal and public scrutiny of Meta’s data practices. The New Mexico proceedings demonstrate how the consequences of past privacy controversies can persist years after the events themselves.

Why the $25 billion penalty matters

Attorney General Torrez called the penalty a landmark financial victory, arguing that large technology companies must be held accountable when their practices violate consumer protection laws.

According to the state’s legal position, the ruling reinforces the ability of state authorities to pursue substantial penalties against corporations over alleged misconduct involving consumers’ personal information.

The scale of the fine is particularly notable given the financial resources of Meta, one of the world’s largest technology companies. It also highlights the potential exposure businesses face when alleged violations accumulate across millions of individual instances.

However, the $25 billion penalty is lower than the maximum amount discussed during the proceedings. According to reports, Judge Mathew determined that the company could have faced a penalty of up to $219 billion under New Mexico law. A local attorney had reportedly sought a fine ranging from $35 billion to $40 billion.

The final amount nevertheless represents a substantial financial consequence for Meta, although its ultimate liability could change as the legal process continues.

Meta’s appeal could determine what happens next

Meta is expected to challenge the ruling, setting the stage for another phase in the legal dispute. An appeal could contest aspects of the verdict, the interpretation of the state’s consumer protection laws or the calculation of the penalty.

Until the appeals process progresses, the ruling’s long-term financial and legal implications for Meta remain uncertain.

The case also raises broader questions about how existing consumer protection laws can be applied to digital platforms that collect vast quantities of personal information and rely on advertising revenue.

For technology companies, the outcome could influence how privacy practices, third-party data access and consumer disclosures are assessed in future litigation. For users, it brings renewed attention to the safeguards governing their personal information.

As Meta prepares to fight the decision, New Mexico’s case underscores the growing legal scrutiny facing major technology platforms over their handling of user data.
