Anthropic has warned that changing government attitudes toward the artificial intelligence (AI) company and its technology could have consequences far beyond its direct government contracts, potentially affecting commercial customers, business partners and investor sentiment.

The warning was included in Anthropic’s IPO prospectus seen by Reuters, as the AI company prepares for a potential public listing that could value it at as much as $2 trillion. The disclosure highlights the unusual challenge facing Anthropic: while it is building a business around increasingly powerful AI systems, it is also warning investors about the broader risks associated with the technology it develops.

Government Relations Could Affect Commercial Business

Companies frequently flag government relationships as a business risk in IPO filings, particularly when they depend heavily on government contracts. SpaceX, for example, has warned that maintaining strong relationships with US government agencies is critical to its business.

Anthropic’s disclosure goes further. The company said government perceptions of Anthropic or its technology could potentially influence commercial customers, partners and other business relationships, even though direct government contracts account for less than 1% of its annual revenue.

The company warned that government actions could cause material revenue losses or business disruptions. It also highlighted the possibility of reputational damage through negative media coverage, public scrutiny and unfavorable perceptions among customers, employees, partners and investors.

The warning comes as governments around the world grapple with how to regulate increasingly capable AI systems while balancing technological development, national security and potential misuse.

Anthropic Faces Growing AI Safety Debate

Anthropic has emerged as one of the most prominent voices in the debate over AI safety. The company has repeatedly highlighted potential risks associated with advanced AI, including misuse by autonomous systems.

Its IPO prospectus contains an especially striking warning that advanced AI could pose “catastrophic or existential risks to humanity.” Such a disclosure is notable because Anthropic is simultaneously seeking to profit from the rapid development and commercial adoption of the same technology.

CEO Dario Amodei has also called for AI companies to slow the pace at which they advance model capabilities amid concerns about misuse.

The debate has intensified following reports of increasingly sophisticated hacking activity involving autonomous AI agents. These incidents have added to concerns that AI systems could eventually conduct complex operations with limited human intervention.

Anthropic Cites US Government Disputes

Anthropic’s prospectus points to several interactions with the US government over the past year as examples of the risks it faces.

The filing said that in February, the president ordered federal agencies to stop using Anthropic’s models. The US Department of Defense subsequently designated the company a supply-chain risk to national security following a dispute over the safeguards and conditions surrounding its AI systems.

Anthropic said such developments could lead to material revenue losses and disruptions to its business.

The company also cited a separate incident in June involving the US Department of Commerce. According to the filing, the department imposed worldwide export restrictions on Anthropic’s Fable 5 and Mythos 5 models.

Anthropic responded by disabling the affected models for all customers to ensure compliance with the restrictions.

The Commerce Department later lifted the restrictions, allowing Anthropic to redeploy the models. However, the company warned investors that similar government actions could occur again.

Trump Administration Adds Uncertainty

The warnings come amid an evolving relationship between the AI industry and the US government.

Amodei met US President Donald Trump for dinner last Sunday as debate over AI regulation intensified. Trump has generally opposed calls for broader regulation, while the Federal Trade Commission is conducting an industrywide investigation into major AI companies, including Anthropic.

For Anthropic, the regulatory environment creates a difficult balancing act. The company must maintain relationships with policymakers while continuing to develop increasingly capable models in an industry where concerns over safety and national security are growing.

Anthropic’s disclosures provide investors with a rare look at how government policy could become a significant commercial risk for an AI company, even when government contracts represent only a small portion of its revenue.

Government restrictions, export controls or changes in official attitudes could potentially affect how customers perceive Anthropic, its ability to work with partners and its reputation in the broader market.

As Anthropic moves toward a potential IPO, investors will therefore have to assess more than its revenue growth and AI capabilities. They will also need to consider how regulatory decisions, national security concerns and the wider debate over AI safety could shape the company’s future.
