The Union Cabinet has approved a ₹6,000 crore financial package aimed at boosting the 4G network expansion of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL). This decision is expected to significantly enhance the network infrastructure of both state-owned telecom companies, enabling them to better compete in the rapidly evolving telecom sector.

The authorized funds will be used to increase the nationwide coverage of MTNL’s and BSNL’s 4G networks. Establishing roughly one lakh 4G sites is a crucial part of the development strategy in order to boost connection and provide improved network services for customers. For BSNL and MTNL, who have been having trouble keeping consumers because of their restricted 4G reach in comparison to private telecom companies, this program is essential.
Financial Support and Revival Packages:
A further ₹6,000 crore will be needed to finish the 4G implementation. By offering three distinct revival packages totaling ₹3.22 lakh crore since 2019, the government has already shown that it is committed to reviving MTNL and BSNL. These packages contained clauses pertaining to spectrum allocation, service upgrades, and the merger of Bharat Broadband Nigam Ltd (BBNL). In FY21, MTNL and BSNL achieved operational profitability as a result of these actions.
Strategic Collaboration and Expansion Plans:
BSNL and MTNL have signed a 10-year deal for 4G network sharing as part of the effort to maximize resources and improve service delivery. Additionally, BSNL intends to introduce 5G service in a few areas shortly. A ₹19,000 crore advance purchase order for 100,000 4G stations was announced by BSNL in 2023. For roughly ₹13,000 crore, the real purchase order for network equipment was made to Tata Consultancy Services and state-owned telecom equipment manufacturer ITI. The remaining funds will come from the extra ₹6,000 crore that has been sanctioned. BSNL has launched 65,000 4G stations thus far.
Market Impact and Future Outlook:
Shares of MTNL surged after the funding package was announced, reaching a peak of 9% in early trading on February 10. Investor confidence in the 4G expansion’s ability to boost the company’s performance is reflected in this favorable market response. The goal of the government’s investment in BSNL and MTNL is to improve their standing in the telecom industry so they can more successfully compete with private companies and help to increase digital connectivity throughout India. BSNL and MTNL intend to reduce user attrition and draw in new clients by implementing 4G services across the country.
Significance of Indigenous Technology:
By using domestic technology created under the Atmanirbhar Bharat project, BSNL’s 4G network deployment encourages telecom industry self-reliance. The goal of this action is to encourage indigenous manufacturing and reduce dependence on foreign suppliers. India’s telecom security is further affected by BSNL’s implementation of domestic 4G technology, which guarantees that vital network infrastructure is under domestic management and control. The government hopes to increase innovation and job development in the Indian telecom sector by promoting the use of indigenous resources. It is anticipated that this strategy will facilitate BSNL’s future 5G upgrade.
Implications for Rural Connectivity:
A major goal of the 4G expansion is to enhance connectivity in rural and remote areas of India, bridging the digital divide. By providing access to high-speed internet in underserved regions, the initiative will enable greater access to education, healthcare, and economic opportunities for rural communities. The enhanced network coverage is also expected to boost e-governance initiatives, allowing for better delivery of government services to citizens in remote areas. This investment aligns with the government’s broader vision of digital inclusion and aims to empower citizens across the country. The improved connectivity is expected to enhance the socio-economic development of rural India.
