Canadian Prime Minister Mark Carney has announced a plan to reduce the share of temporary residents, including international students, to below 5% of Canada’s population by the year 2027. The current proportion of temporary residents peaked at 7.25% last year, raising concerns about the country’s housing market, public resources, and infrastructure capacity. Carney highlighted the importance of achieving “sustainable levels” to maintain Canada’s ability to welcome newcomers without overwhelming social systems or public services.

Indian Students Among the Hardest Hit by Visa Restrictions:

The new rule coincides with concerning data showing that Indian students have been disproportionately hit with tougher visa denials. Four out of five Indian applicants were denied study permits between April and June of 2025, according to PIE data. Only 38% of Indian overseas students were approved this year, a sharp drop from the average of 60% over the previous ten years. A significant obstacle for Indian students hoping to study in Canada is highlighted by this significant decline.

Impact on Indian Students and Shifting Global Study Destinations:

Indian students, who historically make up the largest group of international students in Canada, have been negatively impacted by the cap on temporary residents and stricter visa requirements. Many Indian students experience uncertainty and disappointment when they attempt to pursue higher education in Canada, as rejection rates are expected to rise to almost 80% by 2025. Many applicants have been priced out and have been forced to reevaluate Canada as their chosen study location due to the doubled financial evidence requirements and more tough language benchmarks. Because of this, nations like Australia and Germany are quickly becoming the new choices of Indian students looking for high-quality education and greater immigration opportunities. For Canadian universities that mostly rely on foreign tuition fees, this change presents difficulties that could result in fewer students and financial strain on smaller establishments.

Decline in Study Permits Signals a Changing Immigration Landscape:

Immigration, Refugees and Citizenship Canada (IRCC) reports a significant drop in the issuance of study permits, especially for Indian students. The number of study permits granted to Indian nationals plummeted from 55,660 in the second quarter of 2024 to a mere 17,885 during the same period this year, reflecting a more than 66% decrease. Consequently, Indian students’ share of total study permits fell from 45% in 2024 to 32% in 2025. This decline is part of a larger trend, with Canada overall issuing nearly 100,000 fewer study permits in the first half of 2025 compared to 2024, dropping from 245,055 to 149,860.

Broader Political and Social Implications:

The country’s growing anti-immigrant sentiment is seen to be the reason behind Canada’s tightening of its temporary resident restrictions. The government’s action attempts to manage the strain on housing and public facilities while simultaneously welcoming newcomers. However, for thousands of overseas students, especially those from India, the decreased number of visa approvals has caused worries about their academic and professional prospects. The United States, Australia, and the United Kingdom are among the other popular destinations for overseas students, and experts caution that these changes may cause such students to leave Canada.
