Illinois becomes the latest state to freeze tax credits in data centers amid increasing concerns over resource usage and community impact.
The announcement by Governor JB Pritzker means the freezing of all state tax incentives for any new data center project within Illinois’ borders. In Ohio, the state governor also decided to stop offering tax credits after deciding to analyze the effect that data centers have on the economy.
This step raises a larger discussion in the country as many people believe that data centers bring a lot of benefits but put a lot of pressure on communities as well. Pritzker himself believes that the state needs better protections before it starts to provide more tax credits.
The problem is that data centers need a lot of electricity and water while the number of jobs created from these projects is less than those from others.
“This industry is simply asking too much in exchange for too little,” said Pritzker in his video message published via social media. “Illinois cannot afford to be swamped with new data centers and see our residents’ utility costs soar as a result.”
These concerns were expressed by the governor early this year, where he requested higher tariffs on electricity bills for these centers from the state legislators to ensure that families do not end up paying a portion of the costs for the increased energy requirements.
However, the legislative house never gave its approval for the measure during the legislative session. This led the Governor Pritzker to suspend these tax incentives in addition to pushing for amendments during the veto session in November.

Data centers have become an essential element of the economy in the digital era since they host information used by cloud computing, streaming media services, artificial intelligence, and internet-based service providers. Naperville, a suburb of Chicago, offers one recent example. The local city council rejected a proposal for the data center construction in January because of residents’ worries about the consequences of the construction on the local water and energy consumption.

Labor organizations are in full support of data centers because it will create employment opportunities for union members. Trade union officials believe that halting incentives might redirect investments into other states without making any difference to the issues related to energy concerns.
Climate Jobs Illinois, which represents 15 labor unions in Illinois, opposed Prizker’s order. Climate Jobs Illinois said that the order would neither reduce utility bills nor make the electrical grid stronger. On the contrary, the order will give the corporations incentive to invest in Indiana, Kentucky, and Ohio instead.
Climate Jobs Illinois warned that the state could lose billions of dollars in investments and thousands of construction jobs.
At least for the time being, the governor’s mandate pertains only to new contracts. Any agreements already entered into prior to July 1 will not be affected. The business community may also continue seeking assistance from state governments through different types of tax relief programs.
The discussion around incentives in Illinois exemplifies what is happening across America. On one hand, states see the need to capitalize on the potential of AI by promoting investments in data centers. On the other hand, they feel compelled to address public concerns about increased expenses associated with high consumption of energy, water resources, and infrastructure.
States that examine their incentive policies should pay particular attention to the mentioned issues.
