The initiative is made possible through a strategic agreement with Kyivstar, Ukraine’s largest mobile operator, and aims to bolster the nation’s telecommunications infrastructure, even amidst the ongoing war.

The collaboration, announced by Kyivstar’s parent company VEON, positions Ukraine as one of the first countries globally to benefit from this cutting-edge technology. The rollout is not only a significant technological milestone but also a crucial step towards ensuring communication resilience in the face of external threats.

A Revolutionary Technology for Ukraine

Starlink’s direct-to-cell satellite connectivity enables satellites to beam phone signals directly to smartphones, bypassing traditional cell towers. This innovation is especially critical in conflict zones like Ukraine, where terrestrial telecommunications infrastructure is vulnerable to attacks.

According to Kyivstar, the initial phase of the rollout will focus on enabling text messaging via satellite by late 2025. Subsequent phases will expand to include voice and data services, ensuring comprehensive mobile connectivity regardless of location or ground-based network disruptions.

Kaan Terzioglu, VEON Group CEO, highlighted the importance of this initiative:

“Today’s announcement helps us take our commitment to Ukraine’s connectivity to the next level, exponentially amplifying the resilience of our services with satellite connectivity.”

By integrating satellite technology, Kyivstar aims to achieve its ambitious goal of providing LTE coverage across the entire country, ensuring that even the most remote areas remain connected.

Strengthening Ukraine’s Resilience Amid War

The collaboration with Starlink is part of a broader effort to fortify Ukraine’s communication systems against disruptions caused by the ongoing conflict with Russia. By leveraging satellite-based connectivity, the country can establish a reliable telecommunications backbone that remains operational even if terrestrial infrastructure is compromised.

Oleksandr Komarov, Kyivstar CEO, emphasized the critical role the company plays in Ukraine’s resilience:

“Kyivstar has been the backbone of Ukraine’s resilience throughout the war, and we are committed to leaving no stone unturned to keep Ukraine connected.”

Komarov also expressed confidence that the partnership with Starlink would transform Ukraine’s telecom landscape, enhancing its ability to deliver exceptional services to citizens while leveraging the expertise of global technology leaders.

Starlink, a division of Elon Musk’s SpaceX, has already proven its reliability in providing high-speed internet in remote and disaster-stricken areas.
