Telegram has committed to a crackdown on child sexual abuse material (CSAM), marking an important policy shift after years of opposition to child protection programs. This judgment follows the recent arrest of Pavel Durov, the messaging network’s founder, in relation to claims that the company failed to handle extreme content, and comes as the platform is under growing scrutiny for how it handles illegal content.

Telegram’s New Commitment to Child Safety:

Telegram and the Internet Watch Foundation (IWF), a leading group fighting CSAM online, announced their partnership on December 4, 2024. For Telegram, which has always placed a higher priority on user privacy than adherence to child protection regulations, this collaboration represents a significant turning point. Major online platforms have benefited greatly from the IWF’s assistance in identifying and eliminating CSAM, and now Telegram will have access to the IWF’s advanced instruments and datasets to improve its content moderation efforts.

The IWF’s interim CEO, Derek Ray-Hill, called this action “transformational,” highlighting that it is only the start of a much longer process to increase platform safety. “Telegram can start implementing our industry-leading tools to help ensure that this material cannot be shared on the service by joining the IWF,” he said. It is expected that this collaboration will help Telegram detect and eliminate CSAM more successfully than in the past.

Background: Years of Pushback

Telegram has long faced criticism for its hands-off approach to content moderation. Despite repeated calls from child protection advocates and law enforcement agencies to implement stricter measures against CSAM, the platform remained resistant. This reluctance was rooted in its commitment to user privacy and free speech, which often placed it at odds with regulatory expectations.

The situation escalated when Pavel Durov was arrested in Paris for allegedly failing to take adequate steps to prevent criminal activity on the platform. Following this incident, there was mounting pressure on Telegram to reassess its policies regarding harmful content. The arrest served as a wake-up call for the company, prompting it to reevaluate its stance on child safety.

Implementation of New Tools:

Telegram will use a variety of measures intended to identify and stop CSAM as part of the new agreement with the IWF. Using “hashes,” which are distinct digital fingerprints of known harmful photos and films, is one way to do this. Telegram hopes to proactively stop the spread of CSAM on its platform by utilizing these resources.

Telegram also plans to put policies in place that will enable it to detect non-photographic representations of child exploitation and restrict links to websites known to host CSAM. These improvements mark a substantial advancement in Telegram’s endeavors to provide a more secure environment for its users.

Future Challenges and Expectations:

Although this partnership is being praised as a good thing, experts warn that it is just the beginning of solving the many problems related to CSAM on Telegram. Since 2022, the IWF has documented thousands of verified cases of CSAM on the platform, highlighting the critical need for strict regulation.

Many will be keeping a careful eye on Telegram’s development as it sets out on this new route towards accountability and security. Whether Telegram can change its reputation from one of negligence with regard to hazardous content to one that places a higher priority on user safety and legal compliance will ultimately depend on how well this collaboration with the IWF works.

In conclusion, Telegram’s commitment to combating CSAM marks a pivotal moment for the platform as it seeks to balance user privacy with public safety. As it implements new tools and strategies in collaboration with the IWF, stakeholders will watch closely to see how effectively these changes are realized in practice.
