Tesla is set to establish a massive battery manufacturing facility in Brookshire, Texas, following approval of a tax abatement agreement by Waller County officials. Located about 40 miles west of Houston, the plant will focus on producing Tesla Megapacks—large-scale industrial batteries designed to store renewable energy from sources like wind and solar power.
The deal, finalized during a recent Waller County Commissioners Court meeting, grants Tesla significant tax incentives over the next decade. In exchange, the company has committed to creating 1,500 jobs and investing millions into the local economy.
A Major Investment in Energy Storage
The upcoming factory will occupy a sprawling one-million-square-foot site, which is currently home to a Tesla-affiliated company. The existing business is set to vacate the premises before Tesla begins construction. Once completed, the facility will enhance Tesla’s ability to produce battery storage solutions, reinforcing the company’s role in the renewable energy sector.
Empire West, the real estate developer behind the project, will oversee the construction process. According to the agreement, the facility’s structural improvements will cost an estimated $44 million, while manufacturing equipment installations are projected to require an additional $150 million.
Tax Incentives Tied to Job Creation
As part of the tax abatement arrangement, Tesla could receive a 60% reduction in property taxes for ten years, but only if it meets specific conditions. By 2028, the company must have at least 1,500 employees working at the plant. Additionally, Tesla must maintain a taxable inventory of at least $75 million in the first year of the agreement, beginning January 1, 2026. This requirement will increase to $300 million by the third year.
Tesla representative Shiv Mysore highlighted the project’s importance during the commissioners’ meeting, emphasizing its impact on job creation and local development.
“We are incredibly excited about this opportunity—1,500 advanced manufacturing jobs in Waller County and Brookshire,” Mysore stated. “Tesla is committed to bringing high-tech manufacturing to this community.”
High-Paying Jobs and Economic Growth
Local officials have praised the project, viewing it as a significant boost to the region’s economy. The plant is expected to provide high-paying jobs, reducing the need for residents to commute to Houston for well-compensated employment.
“There will be around 150 jobs paying well over $100,000 annually, and more than 50 positions will offer salaries close to $150,000,” said Precinct 4 Commissioner Justin Beckendorff. “This means people can earn a good living without having to travel into Houston or beyond.”
With renewable energy storage becoming increasingly essential, Tesla’s Brookshire facility is expected to play a key role in meeting growing industry demands. The approval of the tax incentives brings the company one step closer to launching its latest manufacturing venture in Texas.
