In a widespread international operation, the U.S. government disassembled what it refers to as a vast criminal empire, including Cambodian national Chen Zhi, 37, and multiple conspirators who were cooperating in committing global fraud from Southeast Asia. The indictment filed in a federal court in Brooklyn, New York, describes a disturbing “pig butchering” scheme that not only defrauded billions of dollars from unwitting investors, but was also reportedly operated by means of a horrific system of forced labor.
An Empire Built on Deception
The focus of the allegations is on Chen Zhi, the wanted Chairman of Prince Holding Group, one of the largest and most powerful business conglomerates in Cambodia. Federal prosecutors have accused Chen of spearheading a sophisticated criminal network that lured victims through social media and messaging applications. Using the classic “pig butchering” method, scammers would cultivate trust with their victims over time before persuading them to send cryptocurrency to what they believed to be a legitimate investment platform. Victims’ funds were quickly stolen or laundered so the scammers could fund an extravagant lifestyle.
The Human Cost: Modern-Day Slavery
The indictment uncovers a sinister and violent side to the glamorous world of crypto wealth. Chen’s network is accused of trafficking hundreds of people around the world in order to execute the financial crimes. The people trafficked were to fend for themselves in large craftmanship in Cambodia, described as “violent, forced labor camps,” most located in high walled, barbed wire enclosures to prevent work from escaping. The workers were forced to produce and defraud people processes around the clock in these camps. Now they have an issue of human trafficking to avoid and the case went from a typical financial crime matter to a true human rights issue.
A Fugitive with Powerful Friends
Chen Zhi is still wanted, but we know a lot about his influence. He was formerly a personal adviser to the Prime Minister of Cambodia, Hun Manet, and he was integrated into the country’s political and economic elite. Experts say these ties acted as a buffer to continue the criminal enterprise. Mark Taylor, a trafficking expert, stated that Chen was “well protected” by the government, which demonstrates “the larger role that Cambodia has played as a safe center for this online scamming to thrive.”
The Global Takedown
The scale of the U.S. response matches the gravity of the crime. The $15 billion forfeiture is the largest single seizure in the history of the Department of Justice. “By dismantling a criminal empire built on forced labor and deception, we are sending a clear message that the United States will use every tool at its disposal to defend victims,” said Attorney General Pamela Bondi in a statement. The action was a coordinated international effort, with the U.S. Treasury Department and U.K. officials imposing sweeping sanctions against 146 entities linked to the Prince Group, which has now been officially designated a transnational criminal organization.
A Warning to the World
Although Chen Zhi may be sentenced to 40 years in prison if found guilty, this case highlights the significant danger of the unregulated world of cryptocurrencies that encompass transnational organized crime. “Today the FBI and partners executed one of the largest financial fraud takedowns in history,” said FBI Director Kash Patel. The operation not only seeks to recover stolen assets but also to deliver justice for the countless victims—both those who lost their savings and those who lost their freedom.
