Electric vehicle drivers across the UK are anxiously watching Whitehall this week as whispers grow louder of a radical shift in road taxation. With the Autumn Statement only weeks away, Treasury officials are reportedly preparing to unveil a pay-per-mile system to replace the billions lost from shrinking fuel duty revenues a move that could redefine what it costs to drive electric.

A Shock for Early Adopters

For years, EV owners have enjoyed tax-free roads and lower running costs. Now, the government appears ready to rewrite the deal. Under proposals leaked to The Telegraph, drivers of fully electric vehicles could face a 3p-per-mile charge, while hybrids may be taxed at roughly half that rate. The change, aimed at closing what insiders describe as a “£2.5 billion tax gap” by 2025, has left many early adopters feeling blindsided.

For a typical driver clocking 7,800 miles a year, the new charge would total around £234 annually enough to dent monthly budgets already strained by rising energy bills. Long-distance commuters and rural households could pay considerably more, reigniting debate over how the transition to cleaner transport should be funded.

Why the Government Is Doing It

The Treasury’s concern is simple arithmetic. Fuel duty, currently 52.95p per litre on petrol and diesel, delivers around £28 billion annually to maintain roads and transport infrastructure. As EV adoption surges accounting for 16% of all new car sales last month that revenue stream is drying up faster than anticipated.

Officials argue that fairness is at stake: petrol and diesel drivers still foot the entire bill for road upkeep while EV owners contribute nothing. “Roads don’t fund themselves,” a senior government aide told reporters, “and this ensures everyone pays their share as we move into the electric era.”

Industry and Environmental Pushback

Critics warn that the timing couldn’t be worse. New car sales dipped 2% last month amid affordability concerns, and motoring groups fear the levy could stall the UK’s progress toward its 2035 ban on new petrol and diesel cars.

AA President Edmund King cautioned that “slapping a hasty levy risks derailing the very momentum needed to hit net-zero targets.” Environmental groups echoed the sentiment, labelling the proposal a “stealth tax on clean transport.”

Economist Paul Dales of Capital Economics added that while reform is inevitable, “a poorly calibrated charge could trigger a 10% slump in EV demand, undermining investment and jobs in the UK’s growing battery sector.”

What It Means for Drivers

If introduced, the pay-per-mile system would likely roll out from 2026, with mileage declared annually when renewing Vehicle Excise Duty. Drivers who underestimate usage might face top-up charges, while those who drive less could receive rebates an approach Treasury officials describe as “fair but flexible.”

Hybrid owners may see reduced rates, and early EV adopters could be partially exempt under a grandfathering clause. Low-income households may qualify for rebates similar to Scottish pilot schemes that cut costs by up to 25%.

A Turning Point for the Electric Era

The proposed levy underscores the tension at the heart of Britain’s green transition balancing fiscal reality with environmental ambition. If designed carefully, analysts say, the system could even fund smarter infrastructure such as dynamic off-peak charging and nationwide EV support networks.

But for now, as drivers refresh news feeds ahead of the Chancellor’s Autumn Statement, one truth is clear: the future of electric motoring in Britain is about to get a price tag.
