Washington Buzzes as Lummis Declares US Bitcoin Reserve Ready to Launch

A social media post from Senator Cynthia Lummis has caused a stir in the political and financial circles of Washington, D.C. to indicate that the United States may soon officially have a Strategic Bitcoin Reserve (SBR). The pro-crypto senator declared that funding for the reserve “can start anytime,” implying that the Treasury Department may have the authority to act even before Congress finalizes legislation.

The comment has dramatically accelerated a long-simmering debate, transforming a theoretical policy proposal into an immediate political test. The underlying question is whether the federal government of the United States should begin to add Bitcoin to its national strategic stockpile/safe reserve, with significant implications for the nation’s debt, technological standings, and for the cryptocurrency market altogether.

A “Budget-Neutral” Foundation Already in Place

Lummis’s confidence is based on an executive order President Donald Trump signed earlier this year, laying the foundation for the reserve because approximately 200,000 BTC was consolidated under the Treasury after it had been seized and forfeited in criminal cases. 

Importantly, this initiative is intended to be a “budget-neutral”—using existing government assets instead of drawing from taxpayers to seed the reserve. The executive order created a “Strategic Bitcoin Reserve” to hold taxable BTC that can’t be sold, as well as a separate “Digital Asset Stockpile” for other tokens seized by law enforcement. 

President Trump has touted the initiative as a modern way to “reduce debt and maintain US financial superiority,” and called BTC “a fantastic new ledger-based asset.”

Congress Plays Catch-Up to White House Ambition

Although the executive branch has laid the groundwork, Congress is still working through the legislative specifics. A pending appropriations bill, H.R. 5166, directs the Treasury to conduct a 90-day study on the complex challenges of custody, cybersecurity, and accounting for a national crypto reserve.

However, the bill does not yet authorize new purchases. Lummis’s statement suggests that thanks to the President’s executive order, the Treasury doesn’t need to wait. In a clear signal of policy direction, the same bill also explicitly bars the Treasury from using appropriated funds to design or issue a central bank digital currency (CBDC), showing a distinct preference for decentralized assets like Bitcoin over a government-controlled digital dollar.

The Multi-Trillion Dollar Question: A Path to Debt Reduction?

Advocates of SBR view it as a long-term strategic vision that takes on America’s rapidly growing national debt. An eye-catching model conducted by the asset management firm VanEck indicated there could be a scenario with a build-up of one million BTC in 2029, which could eliminate an estimated 18% of the U.S. debt by 2049. This would equate to roughly $21 trillion in reserve value against a projected debt of $116 trillion, assuming sustained annual price growth.

Senator Lummis and other proponents argue that establishing a reserve would cement America’s position as a “financial and technological superpower,” signaling to the world that the U.S. is embracing the future of money.

A “High-Risk Experiment” or a Prudent Hedge?

While there is excitement, there are also detractors to some degree. Economist David Krause deemed the reserve a “high-risk experiment in financial symbolism,” suggesting it crosses the line between a responsible fiscal policy and outright speculation with the public’s wealth. Blockchain intelligence firm Chainalysis is also raising concern and warning that should a group of countries attempt to accumulate Bitcoin for their reserves at the same time, it could put significant stress on market liquidity and drive the price fluctuations to extremes. The question about keeping those reserves comes down to potential in a big inflation hedge as opposed to potential risks of having a historically volatile asset on the national balance sheet.

From Abstract Theory to an Immediate Political Test

Senator Lummis’s declaration has effectively turned up the heat on Washington. What was once a forward-looking concept discussed in think tanks is now an immediate political and economic question. The core challenge for policymakers is clear: can the United States government act as a steward of a “digital Fort Knox” without destabilizing the very market it seeks to lead? As the Treasury weighs its next move, the world is watching.
