UPPCL’s Rs. 424 Crore October Relief: How Your Bill Changes This Month

Rs. 424 crore. That is the total October relief flowing to electricity consumers across Uttar Pradesh. It arrives through a single line on the bill. UPPCL has fixed the Fuel and Power Purchase Adjustment Surcharge for October 2026 at (-)5.24%, making the UPPCL bill amount for this month smaller than it would otherwise be. UPPCL Director (Commercial) Prashant Verma confirmed the rate and stated that the benefit will be adjusted directly in consumers’ electricity bills.

This is not the first time in recent months. July carried a negative FPPAS of 4.43%. August followed with 2.92%. September delivered the steepest relief at 7.93%. October at 5.24% is the fourth consecutive month in which UPPCL consumers have paid less than the base tariff rather than more.

For this month’s UPPCL bill payment online and every future cycle, Bajaj Pay, the Bharat Connect payments platform on Bajaj Finance, shows the exact outstanding amount FPPAS adjustment included before you confirm a single rupee, through UPI, cards, or net banking.

The easiest way to confirm October’s relief is to check the UPPCL bill before paying. The FPPAS line on the statement will appear as a negative figure, a credit and not a charge.

What is FPPAS and why does it go negative

FPPAS stands for Fuel and Power Purchase Adjustment Surcharge. UPPCL (Uttar Pradesh Power Corporation Limited), the state-owned electricity distributor for UP, purchases power from generators at costs that fluctuate monthly. The tariff that consumers pay is fixed at the start of the year based on projected purchase costs.

When actual purchase costs exceed the projection, FPPAS is positive and consumers pay a surcharge. When costs fall below the projection, FPPAS turns negative and consumers receive a credit. The credit is applied to that month’s bill automatically. No application or claim is required.

The rate applies to the combined fixed charges and energy charges on the bill, not to the total. The 5% electricity duty is then calculated on the adjusted figure. A negative FPPAS therefore reduces both the energy-plus-fixed portion of the bill and the electricity duty calculated on it.

In 16 months of verified FPPAS data under UPERC MYT Regulations 2025, 10 months were positive surcharges. Six were negative credits. October 2026 is the fourth of the six.

How much will your October bill actually fall

The exact saving depends on the consumer’s monthly consumption and fixed charge. The FPPAS rate of 5.24% applies to the sum of fixed charges and energy charges.

For an urban domestic consumer using 200 units in October:

Bill Component Amount
Energy charges (LMV-1 Urban, 200 units) Rs. 1,125
Fixed charge (Rs. 110 per kW for 1 kW load) Rs. 110
Base for FPPAS calculation Rs. 1,235
FPPAS at (-)5.24% (-)Rs. 64.71
Electricity duty at 5% (on reduced base) Rs. 58.52 (instead of Rs. 61.75)
Approximate net saving on this bill Rs. 67.94

Consumers using more than 200 units where the fixed charge base is higher will see proportionally larger absolute savings. The calculation compounds: every rupee of negative FPPAS also reduces the electricity duty line.

Why paying promptly in October captures the full benefit

A delayed UPPCL payment carries Late Payment Surcharge (LPS) at 1.5% per month on the outstanding amount. Missing the due date on an October bill with a 5.24% FPPAS credit effectively surrenders some or all of the savings to LPS.

Paying on or before the due date keeps the full savings intact. For a 200-unit consumer, that saving is Rs. 64 to Rs. 100 or more depending on consumption.

Steps to pay your UPPCL bill online on Bajaj Finance

  1. Open the Bajaj Finance app or visit bajajfinserv.in and log in
  2. Go to Bills and Recharges and select Electricity Bill Payment
  3. Select your UPPCL distribution company (PuVVNL, MVVNL, DVVNL, PVVNL, or KESCO)
  4. Enter your Consumer Account Number and fetch your current October bill
  5. Review the exact outstanding amount the FPPAS credit will already be reflected in the total shown
  6. Choose a payment method such as UPI, debit card, credit card, or net banking and complete the payment for an instant Bharat Connect receipt

October’s (-)5.24% FPPAS is the fourth consecutive monthly credit UPPCL consumers have received in 2026. The mechanism is automatic, no application, no claim, no delay. The saving compounds: it reduces both the energy charge base and the electricity duty calculated on it. Paying the October bill on time captures the full benefit of the credit while avoiding the 1.5% per month LPS that would offset it if the due date is missed.
