Republican legislators in Michigan have introduced a sweeping internet regulation proposal that has alarmed privacy advocates and digital rights groups across the country. The measure, called the Anticorruption of Public Morals Act, seeks to ban a wide array of online materials while simultaneously outlawing the use of virtual private networks (VPNs) and other privacy-enabling technologies.

The bill classifies content ranging from depictions of transgender people to adult material, ASMR videos, and other forms of explicit or “immoral” imagery as harmful to “public morals.” It proposes heavy fines and potential jail sentences for both individuals who share such material and online platforms that host it.

More strikingly, the legislation prohibits the use of privacy tools — including VPNs, encrypted tunneling, and proxy servers — that can hide a user’s identity or allow them to bypass geographic restrictions. VPNs function by encrypting a user’s internet data and routing it through a remote server, making it appear as though they are browsing from another location. This technology is a critical safeguard for digital privacy and cybersecurity worldwide.


Part of a Broader Push for Online Control

The Michigan proposal arrives amid an expanding movement to control online spaces under the banner of moral protection and public safety. Across the United States, several states have adopted age-verification laws requiring users to prove their age before accessing adult websites. Supporters claim these measures protect minors, while critics warn they open the door to government overreach and privacy violations.

Globally, similar efforts to restrict internet freedoms are already well established. Countries such as China, Iran, Russia, and North Korea have long limited or outlawed VPN use to tighten control over online information. Despite these bans, many citizens continue to find ways to circumvent censorship.

VPNs have also played vital roles in moments of social upheaval. Activists in Nepal, for instance, reportedly relied on VPNs to bypass social media restrictions and coordinate demonstrations in 2025. For many around the world, VPNs are not just tools for privacy — they are instruments of free speech and civic organization.


Public Backlash and Global Advocacy Efforts

The introduction of Michigan’s bill has triggered widespread opposition from internet freedom organizations. The digital rights group Fight for the Future launched a campaign dubbed the VPN Day of Action, urging lawmakers to defend public access to encryption technologies and privacy tools.

The campaign quickly gained traction, with more than 15,000 supporters signing an open letter against the proposed legislation. Advocates argue that restricting VPNs would not only threaten online privacy but also set a dangerous precedent for future internet regulation in the U.S.

While the bill is unlikely to advance far in the state legislature, its mere introduction has raised concerns that it could influence broader discussions on censorship and surveillance, normalizing the idea of government control over privacy technologies.


A Step Toward Authoritarian Internet Models

If enacted, Michigan House Bill 4938 would place the state among the ranks of nations known for tightly controlled internet ecosystems, such as Iran and China. Analysts warn that it would represent one of the most aggressive attempts to curtail digital freedoms in U.S. history.

Lawmakers in other Western countries have floated similar ideas. In the United Kingdom, for instance, government officials have discussed limiting VPN access after age-verification laws led to a surge in VPN downloads. A 2023 study by Surfshark found that nearly half of all internet users worldwide already face some form of VPN restriction — a figure that underscores the growing erosion of digital autonomy across the globe.


Experts Warn of Security and Privacy Consequences

Technology experts caution that banning VPNs could have serious cybersecurity consequences. While VPNs are not a perfect shield for anonymity, they remain a key defense against hackers, data breaches, and state surveillance.

Businesses, journalists, and everyday citizens rely on encrypted internet connections to protect sensitive information. Without such tools, users could be left more exposed to cyberattacks and identity theft. Critics say that Michigan’s proposal reveals a deep misunderstanding of how encryption technologies function, confusing tools that enhance security with those that enable illicit behavior.


A Symptom of Expanding U.S. Censorship

Michigan’s bill fits into a growing national pattern of legislation targeting online content and communication tools. Since 2023, 25 states have implemented age-verification requirements, while platforms such as Bluesky have blocked users in multiple states to avoid potential legal risk.

Another recent law, the Take It Down Act, passed in May 2025 to combat non-consensual pornography, has also drawn criticism from privacy organizations like the Electronic Frontier Foundation for creating broad frameworks that could lead to future censorship.

Observers say these developments align with the Trump administration’s wider efforts to promote “moral protection” policies, reflecting an ideological shift toward tighter control over digital and media spaces.
