OpenAI is in talks with several investment funds from the United Arab Emirates, including Abu Dhabi-based MGX, as the ChatGPT maker seeks to secure at least $30 billion in fresh capital at a valuation of around $1.4 trillion.
According to people familiar with the matter, the UAE-based funds could form a syndicate to participate in the financing round. One person said the group has discussed investing as much as $10 billion altogether, potentially making the Middle Eastern investors some of the largest contributors to the fundraising.
BlackRock is also in discussions to participate alongside the UAE-backed syndicate, the people said. The fundraising remains ongoing, however, and its structure and terms could still change.
OpenAI and BlackRock declined to comment, while representatives for MGX did not respond to requests for comment outside normal business hours.

OpenAI is seeking at least $30 billion in new capital at a valuation of approximately $1.4 trillion, according to previous reports. The company is also pushing back plans for an initial public offering until at least next year as it focuses on developing AI systems and addressing safety concerns.

The company raised $122 billion in March at an $852 billion valuation, including the capital raised in that transaction. OpenAI’s capital requirements have grown alongside its ambitions. Training and operating advanced AI models requires enormous quantities of computing power, data-center capacity and specialized processors, creating a need for increasingly large pools of institutional capital.
UAE Funds Deepen AI Investments
The potential participation of UAE investment funds highlights the Middle East’s growing role in financing the global artificial intelligence industry.
MGX has previously invested in OpenAI as well as rival AI company Anthropic. The Abu Dhabi-based investment firm reportedly raised close to $50 billion earlier this year to accelerate investments in AI infrastructure and technology.
The UAE has increasingly positioned itself as a major source of capital for the global AI ecosystem, seeking exposure to the infrastructure, companies and technologies expected to drive the next phase of the industry.
For OpenAI, Middle Eastern sovereign and institutional investors offer access to large pools of capital at a time when AI companies face extraordinary expenses associated with computing infrastructure and research.
Existing Investors Also Consider Participation
OpenAI is also discussing the potential participation of several existing investors.
The company has held talks with the University of California’s endowment fund about joining the financing round, according to people familiar with the matter. Existing backers Thrive Capital and Andreessen Horowitz have also discussed investing.
Thrive declined to comment, while representatives for Andreessen Horowitz and the University of California did not respond to requests for comment.
The participation of existing shareholders could provide additional support for OpenAI’s ambitious valuation while allowing long-term investors to maintain or increase their exposure to the company.
