Scam Empire Toppled: Notorious Tycoon Chen Zhi Arrested and Extradited to China

Cambodian authorities have conducted a historic operation targeting transnational criminal activity, resulting in the arrest of Chen Zhi, a previously elusive head of the Prince Holding Group and the return to China of Chen Zhi by Extradition. The operation took place on January 6th and represents the incredible collapse of a wealthy business leader who was once so intertwined in Cambodian politics and who is now alleged to lead one of the most complex online fraud networks in the world. Chen was arrested with two other men who work for him (Xu Ji Liang and Shao Ji Hui). The three men were handed over to Chinese authorities at the Phnom Penh International Airport. Images broadcast by Chinese state media showed the once-powerful businessman handcuffed and flanked by uniformed officers, a stark contrast to his former life as a celebrated investor and advisor to Cambodia’s top leadership.

Chen is facing extradition from the U.S. government as a result of an explosive indictment released by the U.S. D.O.J. on October 25th, 2025, that alleges he has been operating a massive criminal operation disguised as a legitimate business. Prosecutors allege that the Prince Group, ostensibly a real estate and finance giant, actually functioned as a front for industrial-scale online scams.

According to investigators, Chen’s network operated vast compounds in Cambodia that functioned as “forced labor camps.” Inside these high-walled facilities, thousands of trafficked workers were reportedly held prisoner, beaten, and forced to execute “pig butchering” scams—long-con investment frauds designed to fatten victims’ trust before stealing their life savings.

“This was not just financial fraud; it was a machine built on human suffering,” said a source close to the investigation. “Workers were treated as disposable tools to extract billions from victims worldwide.”

The $14 Billion Bitcoin Seizure

The scale of the financial theft alleged is staggering. U.S. authorities have linked Chen’s operations to the theft of billions in cryptocurrency. In a historic forfeiture action, the U.S. The U.S. Treasury has seized around $14 billion worth of Bitcoin from wallets believed to belong to the Prince Group, which is strongly suspected to be a criminal syndicate that commits fraud and other forms of wrongdoing. This seizure represents one of the largest confiscations of assets in history and highlights on a grand scale the massive profit potential created by these types of schemes. Furthermore, the U.K. Government has also joined in with its own authorities to pursue action against the Prince Group by imposing sanctions and freezing the assets of entities associated with the group’s worldwide operations, which affect over thirty countries.

The Prince Group, despite all evidence to the contrary, continues to deny the allegations made against them. Before the arrest occurred, the Prince Group made multiple announcements where they claimed that their business operations were 100% legitimate and that they had business interests in the Following sectors: Retail, Hospitality and Finance.

A Fall from Grace

For years, Chen Zhi appeared untouchable. A naturalized Cambodian citizen born in China, he cultivated deep ties with the country’s ruling elite. He served as an official advisor to both the current Prime Minister, Hun Manet, and his father, the former long-time leader Hun Sen. These connections, U.S. prosecutors allege, were leveraged to shield his operations from local law enforcement.

However, as international scrutiny intensified, Chen’s protective wall began to crumble. In a signal that his political cover had evaporated, a Royal Decree issued in December quietly revoked his Cambodian citizenship. This legal maneuver cleared the path for his arrest and subsequent deportation to China, where he faces the possibility of severe penalties.

Liquidation and Aftermath

Chen’s arrest is having immediate effects on Cambodia’s economy. The National Bank of Cambodia has dissolved Prince Bank Company owned by Chen by terminating their operations and appointing an auditor to carry out the liquidation process. The bank’s closure leaves thousands of employees and legitimate investors confused about their future with the business. It also raises questions about how much of the Prince Group is involved in the Cambodian economy. Extraditing Chen will provide a small level of justice for all victims of the scam network, including those who were defrauded and those that were trafficked.

Now that Chinese authorities have taken control of the man who has been referred to as the “King of Scams,” attention is turning toward untangling his extensive web of global operations. This will involve recovering assets that he has disguised through a large array of shell companies and crypto-currency wallets.
