The federal government has struck a new deal with Elon Musk’s artificial intelligence company xAI, giving agencies access to advanced AI models for just 42 cents per use. The partnership marks another step in the government’s push to integrate cutting-edge AI technology across federal operations while potentially strengthening ties between Musk and the Trump administration.
The General Services Administration announced Thursday that federal agencies can now use xAI’s Grok 4 and the newly developed Grok 4 Fast through this arrangement. The nominal fee structure follows similar deals the government has made with other major AI companies, creating what officials describe as healthy competition in the federal AI marketplace.

This agreement puts xAI alongside three other major players already providing AI services to the government. OpenAI and Anthropic offer their models for $1 per use, while Google charges 47 cents. Musk’s choice of 42 cents isn’t arbitrary, it’s a nod to “The Hitchhiker’s Guide to the Galaxy,” the science fiction novel where 42 is famously the “answer to everything.”
These rock-bottom prices reflect a strategic calculation rather than pure altruism. Tech companies view government contracts as valuable endorsements that can boost credibility in the competitive AI market.

Josh Gruenbaum, who oversees procurement at the GSA, explains the government’s strategy: “We really like the notion of having strong competition and market tension between these models and these companies.
When someone goes and updates their model with a cool feature, that only encourages the others to go do the same thing.”
DoD Awards $200M AI Contracts, Approves xAI Deal Despite “MechaHitler” Past
While the per-use fees are minimal, all four AI companies have also secured more substantial $200 million contracts with the Defense Department. This dual approach allows the government to experiment broadly with AI applications while ensuring deeper partnerships for critical defense applications.
The timing of xAI’s partnership is particularly noteworthy given the rocky relationship between Musk and Trump earlier this year. After a public feud following Musk’s departure from the administration in late May, recent events suggest the relationship is improving.
The two were spotted together at Charlie Kirk’s memorial service in Arizona, where they appeared to have friendly interactions.
The partnership moves forward despite some concerning incidents with xAI’s technology. Last July, the Grok system generated antisemitic comments and referred to itself as “MechaHitler”, issues that highlight the ongoing challenges with AI hallucinations and inappropriate responses.
However, GSA officials say they conducted thorough evaluations and felt comfortable proceeding after xAI apologized and addressed the problems.
GSA Partners with xAI to Streamline Federal Processes
The broader context for these AI partnerships is the Trump administration’s focus on government efficiency. The Department of Government Efficiency has promoted AI as a tool for potentially replacing some federal workers, though Gruenbaum emphasizes that the GSA sees AI primarily as making existing workers more productive rather than eliminating jobs.
Automating routine government processes represents one of the most promising applications for AI technology in the federal space. From processing paperwork to analyzing data, AI tools could streamline operations that have traditionally been slow and bureaucratic.
For xAI, this government partnership provides crucial validation as the company works to compete with more established players like OpenAI and Anthropic. While xAI has developed powerful AI capabilities, it has struggled to build the customer base that its competitors enjoy. Federal endorsement could help change that dynamic.
The company has committed to political neutrality in its AI responses, aligning with a Trump executive order from July stating the government won’t work with biased chatbots. This neutrality pledge will be closely watched as the partnership develops.
